Ferette Daniel



Mr Daniel Ferette, master in law (º1972).

Consultant in health financing systems. Expert in institutional and policy aspects of mutual heath organisations, health insurance systems and in the relations of these systems with the State.

Large experience in different aspects of management of health plans: business strategy, public affairs, change management, HRM, members' information.

He has been General Secretary of the "Union Nationale des Mutualités Libres", a big health plan in Belgium. During his chairmanship, the "Mutualités Libres" experienced a strong growth of their market share as well as significant innovations in the filed of complementary insurances. He has been active in two international associations of healthcare insurers and has followed the evolutions of European and Anglo-Saxon systems of health care financing.

More recently, he has been an adviser in two Ministerial Cabinets (in charge of the policy of the strongly developed Social protection system of Belgium).

From 2005, he has decided to devote his experience to short term missions of technical assistance in low and middle income countries.

On behalf of ILO-STEP and the Belgian Technical Cooperation he carried out a feasibility study of a Mutual Health Organisation for the Civil Servants in Niger.

He also contributed to publications of the team of Prof. Bart Criel, Department of public health of the Institute of Tropical Medicine in Antwerp, more specifically:

  • "Mutual health organisations and quality of care".
  • "The networking of mutual health organisations as a means to improve the access to care at hospital level".

In March 2006, he has brought support and advice for the management of new projects in Benin and Togo of Louvain Développement, a NGO, linked with the University of Louvain.
