  • Strengthening the management of reproductive health, particularly in the field of family planning and adolescent health and youth.
The formulation mission aims to validate the data contained in the identification document and to prepare a Technical and Financial Proposal (TFP)

Description of actual services provided by your staff within the assignment:

The formulation team has worked closely with experts from the Ministry of Health, Population and Hospital Reform and with the representation of BTC in Algiers on the following activities:
  • Validating the data of the identification mission, namely the validation of the project objectives and defining (or adjusting if necessary) the results. For this purpose, the objectively verifiable indicators, along with the sources of verification and the main assumptions which could jeopardize the implementation of the project, were specified.
  • Presentation of the logical framework, including a detailed description of activities with indicators, sources of validation and critical assumptions;
  • Produce a Technical and Financial Proposal (TFP) on the basis of the logical framework with
    • Detailed planning
      • validating the activities related to the results
      • planning of the project based on expected results and activities
      • Defining the timeline
      • budgetary planning in accordance with the provisions of BTC
    • Allocation of financial and human resources to the governments of Algeria and Belgium;
    • Suggesting topics for operational research into possible areas for intervention and innovative arrangements for central authorities to have experiences in the field.
  • Define the organizational and institutional framework of the project, consistent with the first draft of the Tamanrasset project (including the issue of technical assistance);

The Programme’s stated objective is: ‘to contribute to the improvement of the health status of the population of Yemen, especially the poorest segments of society, with a major emphasis on improving the access of women in underserved areas to reproductive health services.'

Description of Actual Services Provided:

The MTR examined the HSDS, not as an ‘isolated project’, but as part of a national context wherein decentralization and health sector reforms are major themes. Together with the emphasis on capacity building, these wider themes are at the core of HSDS efforts. The MTR team has taken this into account in its recommendations concerning the remaining period, including considerations of ‘what comes after’. Of particular relevance therein are the newly launched Maternal and Newborn Health (MNH) programme and the forthcoming Reproductive Health Population Programme (RHPP) (Funded by the EKN and EC respectively, and each including Taiz and Lahj Governorates).

NZAID is the sole funder of this project at a total cost of US$2,000,000 over three years (Approx NZ$2.8 million). Funding began in January 2006 and was scheduled to end in January 2009. According to an agreement between NZAID, NDOH and UNFPA, funds for the implementation of interventions under this project have been channelled through the HSIP Trust Account.

Intended project outcomes were:
  • A comprehensive, effective and time-tested comprehensive reproductive health policy

This review was carried out near the end of a three year funding period, to ascertain the progress the project had made towards achieving its intended outcomes and outputs, to learn lessons and to provide recommendations for the future of the project and the funding relationship. The review covered the period from January 2006 until the present time.

Specific Tasks:
  • Assessment of the national reproductive health situation and determine the appropriateness and relevance of the design including the outcomes, outputs and strategies of the project.
  • Assessment of the extent to which the project was fully integrated into the Health Sector Improvement Programme (HSIP) and the Medium Term Expenditure Framework of the Department of Health including how the project was managed, monitored, reported on and funds acquitted.
